The Department of Health Research (DHR), in collaboration with the Indian Council of Medical Research (ICMR) and its 27 institutes across India, is set to implement Special Campaign 4.0. This initiative focuses on institutionalizing Swachhata (cleanliness) and minimizing pending work in the department. The preparatory phase, conducted between September 16 and 30, 2024, has successfully identified targets and finalized necessary actions for the implementation phase, which will take place from October 2 to October 31, 2024.

Special Campaign 4.0 is a concerted effort aimed at improving the overall cleanliness in DHR and ICMR offices across the country. Apart from cleanliness, it also targets the liquidation of pending issues, such as Member of Parliament references and state government referrals. Ensuring adherence to record management practices is another priority. On September 20, 2024, an official memorandum was issued to set forth the objectives and plans of the campaign.

Smt. Richa Khoda, Joint Secretary (DHR) and the nodal officer for this campaign, chaired a meeting on September 25, 2024, to review the status of pending issues. The targets identified during the preparatory phase were carefully evaluated, and action points were refined for effective implementation. The progress of the campaign will be regularly monitored under her supervision, ensuring that all institutes and departments involved work towards achieving set goals and sustaining cleanliness standards.

The campaign intends to institutionalize Swachhata practices, focusing on clean and organized work environments. Efforts will be made to eliminate the backlog of pending work, enhance file management systems, and create an efficient record-keeping process. The commitment is not only towards visible cleanliness but also to adhering to systems that prevent the accumulation of unresolved matters, creating a more streamlined and transparent process for stakeholders.

Through coordinated efforts by DHR, ICMR, and the 27 institutes, Special Campaign 4.0 aspires to establish a culture of regular cleanliness and disciplined record management, leading to a more efficient and hygienic workplace. The drive will conclude on October 31, 2024, and aims to achieve significant outcomes for a cleaner, more organized work environment in the health research sector.
