In a historic move, the Ministry of Health and Family Welfare (MoHFW) has signed a tripartite Memorandum of Understanding (MoU) with Banaras Hindu University (BHU) and the Ministry of Education to elevate the Institute of Medical Sciences (IMS), BHU, to AIIMS-level standards. This initiative, under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), aims to enhance healthcare, education, and research in the region, providing much-needed secondary and tertiary healthcare services at affordable rates while reducing patient referrals and financial burdens. The MoU underscores the government’s "whole of government" approach to foster collaboration across ministries for shared goals benefiting citizens.
The MoU was signed in the presence of Union Health Minister Shri J.P. Nadda, Education Minister Shri Dharmendra Pradhan, and senior officials. Speaking at the event, Shri Nadda called the agreement historic, emphasizing the transformative impact it would have on IMS BHU and healthcare in eastern India.
“This MoU embodies a ‘whole of government’ approach fostering collaboration for people’s benefit,” he remarked. Shri Pradhan echoed similar sentiments, highlighting that the partnership between AIIMS and IMS BHU would deepen academic and research collaborations, furthering advancements in clinical facilities, robotic surgery, and hospital governance.

Through the MoU, IMS BHU will receive financial and technical support akin to the funding provided to new AIIMS institutes. This support will enhance the quality of clinical care, reduce patient referrals to distant facilities, and improve patient satisfaction while significantly lowering out-of-pocket expenses for treatment. The MoHFW’s grants will aid in developing state-of-the-art infrastructure, upgrading existing facilities, and introducing innovative technologies. This initiative is expected to position IMS BHU as a world-class institute for medical education and healthcare delivery.
IMS BHU, a prestigious institution comprising the Faculty of Medicine, Faculty of Ayurveda, Faculty of Dental Sciences, and College of Nursing, stands to gain immensely from this collaboration. The agreement also builds upon an earlier MoU signed in 2018 between AIIMS Delhi and IMS BHU, which focused on sharing expertise in medical education, research, and infrastructure development. The new MoU broadens this collaboration, aiming to create cutting-edge healthcare and research facilities while promoting knowledge exchange through student and faculty exchanges, research fellowships, and joint academic initiatives.
Prof. Sudhir K. Jain, Vice Chancellor of BHU, expressed gratitude for the government’s support, emphasizing the rarity of an institute benefiting from the backing of two ministries. “It is rare for an institute to be supported by two ministries. BHU will implement this MoU in letter and spirit,” he said. Prof. Jain also noted that this collaboration would help IMS BHU achieve its vision of academic excellence and high-quality healthcare delivery.
The MoU includes provisions for the development of a state-of-the-art skills lab, mentorship programs for robotic surgery training, and general academic collaboration between AIIMS and IMS BHU. This will significantly enhance the teaching standards for undergraduate, postgraduate, and allied health professionals at IMS, as well as improve the quality of research and clinical care. The government’s financial support will ensure the timely implementation of these initiatives, which aim to benefit both healthcare professionals and patients.

The collaboration holds immense potential to bridge gaps in healthcare services in eastern India. By reducing patient referrals to metropolitan hospitals, IMS BHU will play a pivotal role in addressing the region’s healthcare needs. Furthermore, advancements in surgical technology, such as robotic surgery, will be introduced, paving the way for better patient outcomes and innovative training for future surgeons. This partnership also sets the stage for governance reforms within IMS BHU, aligning the institution’s operations with global best practices.
Smt. Punya Srivastava, Secretary, MoHFW, highlighted the collaborative spirit of the agreement, stating that it represents a “whole of society” approach to achieving shared goals. By joining forces, the Ministry of Health, the Ministry of Education, and BHU have set a precedent for inter-ministerial cooperation to transform India’s healthcare and education landscape. Shri Sanjay Kumar, Secretary, Ministry of Education, emphasized the importance of such partnerships in creating world-class institutions, noting that this MoU reflects the government’s commitment to academic and healthcare excellence.
The initiative is expected to have far-reaching impacts on healthcare delivery and education, addressing critical gaps in medical services in underserved regions. IMS BHU’s enhanced capabilities will not only improve the quality of care for patients but also provide invaluable opportunities for medical professionals, researchers, and students. With its focus on cutting-edge technologies, collaborative research, and clinical advancements, the partnership between AIIMS and IMS BHU will establish a new benchmark for healthcare institutions in India.
This landmark agreement is a testament to the power of government collaboration, innovation, and shared vision. As IMS BHU evolves into a hub of academic and healthcare excellence, it promises to transform the region’s healthcare infrastructure and significantly improve the lives of its people.
