On August 11, a cardiologist at SCB Medical College and Hospital in Cuttack, Odisha, allegedly raped two female patients during echocardiogram tests. The doctor, Thakur Dilbag Singh, a 35-year-old from Bhopal, carried out these heinous acts by sending the female staff members out of the room before assaulting the patients. He was arrested on August 13 after the victims reported the incidents.
Following his arrest, Singh was attacked by the victims' families and sustained injuries severe enough to require admission to the ICU ward of the hospital. After receiving treatment for two days, he was discharged and taken into police custody.
In response to this incident, the Director of Medical Education and Training (DMET) issued an order for Singh to be rusticated from the institution. This decision came after a three-member committee from the Health and Family Welfare Department reviewed the case. A letter was sent to Professor Sudhansu Mishra, the dean and principal of SCB Medical College and Hospital, instructing him to take immediate action according to institutional rules and regulations. Professor Mishra acknowledged the letter and promptly initiated the required actions.

The case is now under the jurisdiction of the Manglabag police, who have transferred the investigation to the unit specializing in crimes against women. Lady Inspector Anjali Chhotray will be leading the investigation.

All relevant materials, including apparel and equipment, have been sent to the State Forensic Science Laboratory for further analysis. The medical reports of the victims are awaited to determine the next steps in the investigation.
The accused has been charged under Section 64(2)(e) of the Bharatiya Nyay Sanhita (BNS).
