High Court Directs Pharmacy Council to Register Inter Vocational Candidates as Pharmacists

The High Court of Telangana on Monday has directed the Telangana Pharmacy Council to register the students as pharmacists, who had joined in diploma in pharmacy before 2020 with the qualification of intermediate vocational course based on verification of their certificates.

The Pharmacy Council of India (PCI) issued a letter on October 4, 2011, that states that under the Regulation 5(5) of Education Regulations 1991, Medical Laboratory Technician (MLT) and the bridge course that issued by the Board of Intermediate were not accepted for admission to the course of diploma in pharmacy part-1. Several writ petitions were filed demanding the rationality of the communication and the writ petitions were heard by a bench of Chief Justices Alok Aradhe and Justice Anil Kumar Jukanti.

According to Regulations 5(5) of Educational Regulations 1991, the valid qualifications for the admission are examination with physics, chemistry, and biology or mathematics. These include the intermediate exam in science or in three years of degree course, first year of course in science or 10+2 examination in science or pre degree examination or any other qualification which authorized by the Pharmacy Council of India are also taken into consideration as a minimum qualification.

The petitioner contended that after completing their intermediate vocational course they completed the B pharmacy course. However, the PCI on February 10, 2020, wrote to AP and Telangana state pharmacy councils that for admission into pharmacy courses the qualification of intermediate vocational courses and bridge courses were not authorized.

The high court after hearing the arguments and taking account of all the writ petitions, the High Court canceled the communication issued by the PCI on February 10, 2020 and directed the Telangana Pharmacy Council to register the petitioners, who had joined the diploma in pharmacy before 2020.
